人工智能浪潮正深刻重塑人類生產(chǎn)生活方式,全球教育站在歷史性變革關(guān)口,必須主動(dòng)把握智能時(shí)代的無限可能。為加速落實(shí)聯(lián)合國《全球數(shù)字契約》及2030年教育可持續(xù)發(fā)展目標(biāo),本屆世界數(shù)字教育大會以“變革、發(fā)展、治理”為核心,呼吁國際社會攜手培育全球人工智能教育應(yīng)用生態(tài)。大會倡議:一、共守人本教育理念,推動(dòng)智能技術(shù)與教育全要素、全過程、全場景融合,拓展至終身教育體系,支撐學(xué)習(xí)型社會建設(shè);二、共促教育普惠公平,通過智慧平臺共享優(yōu)質(zhì)資源與工具,彌合數(shù)字鴻溝,提升教師智能素養(yǎng),構(gòu)建全納包容的教育體系;三、共創(chuàng)未來教育范式,

人工智能浪潮奔涌而至,正深刻重塑人類生產(chǎn)生活方式。全球教育站在歷史性階段,唯有主動(dòng)把握智能時(shí)代帶來的無限可能,方能乘勢而上。為加快落實(shí)聯(lián)合國未來峰會《全球數(shù)字契約》,實(shí)現(xiàn)2030年教育可持續(xù)發(fā)展目標(biāo),本屆世界數(shù)字教育大會以“變革、發(fā)展、治理”為核心關(guān)切,呼吁國際社會攜手共育全球人工智能教育應(yīng)用生態(tài)。

為此,本屆大會倡議:

一、共守人本教育理念,讓教育跨越傳統(tǒng)邊界

我們主張堅(jiān)持以人為本,樹立健康第一的教育理念,堅(jiān)守教育價(jià)值和教育本質(zhì),充分發(fā)揮人工智能技術(shù)優(yōu)勢,啟智潤心,激發(fā)人的能動(dòng)性、責(zé)任心和創(chuàng)造力,服務(wù)人的全面與可持續(xù)發(fā)展。加快推動(dòng)智能技術(shù)與教育全要素融合、全過程貫通、全場景覆蓋,從學(xué)校教育拓展到全社會終身教育體系,有力支撐學(xué)習(xí)型社會建設(shè)。

二、共促教育普惠公平,讓發(fā)展惠及每位師生

我們主張人人平等享受人工智能發(fā)展的成果。充分發(fā)揮智慧教育平臺作用,共享優(yōu)質(zhì)資源和智能工具,彌合全球數(shù)字鴻溝。建立全球研修和培訓(xùn)網(wǎng)絡(luò),系統(tǒng)提升教師智能素養(yǎng)。加強(qiáng)對特殊兒童的關(guān)懷關(guān)愛,構(gòu)建全納包容的教育體系。支持聯(lián)合國教科文組織發(fā)揮領(lǐng)導(dǎo)作用,利用數(shù)字技術(shù)開展危機(jī)后恢復(fù)性教學(xué),特別是為女童和婦女提供支持,增強(qiáng)教育系統(tǒng)韌性。

三、共創(chuàng)未來教育范式,讓創(chuàng)新火花競相迸發(fā)

我們主張運(yùn)用智能技術(shù)打造未來教師、未來課堂、未來學(xué)校和未來學(xué)習(xí)中心,培養(yǎng)學(xué)生發(fā)現(xiàn)問題、探究問題、解決問題的能力,涵養(yǎng)學(xué)生科學(xué)精神和人文情懷,賦能個(gè)性化發(fā)展。探索建設(shè)國際科技人才合作網(wǎng)絡(luò)平臺,聯(lián)合開展重大科學(xué)問題攻關(guān),構(gòu)建知識共創(chuàng)生態(tài),促進(jìn)學(xué)科交叉融合,推動(dòng)人工智能驅(qū)動(dòng)的科研范式變革。

四、共商協(xié)同治理方案,讓技術(shù)守護(hù)教育發(fā)展

我們主張技術(shù)服務(wù)于人的成長,確保智能向善。開展人工智能教育社會實(shí)驗(yàn)國際合作研究,科學(xué)評估技術(shù)對人的影響。共同構(gòu)建人工智能全學(xué)段教育和全社會通識教育體系,引導(dǎo)學(xué)習(xí)者科學(xué)合理利用技術(shù)和工具。凝聚人工智能教育倫理共識,研制人工智能教育應(yīng)用規(guī)范和標(biāo)準(zhǔn),維護(hù)廣大師生切身利益。

五、共筑融合發(fā)展生態(tài),讓合作交流跨越國界

我們主張攜手共建國際戰(zhàn)略框架,開展常態(tài)化高層戰(zhàn)略對話。持續(xù)辦好世界數(shù)字教育大會,建好世界數(shù)字教育聯(lián)盟、人工智能開放聯(lián)盟。發(fā)揮雙邊及多邊機(jī)制,深化與國際組織的務(wù)實(shí)合作。共建人工智能國際高端智庫,打造全球性應(yīng)用案例庫。促進(jìn)教育、科技與產(chǎn)業(yè)跨界協(xié)同,構(gòu)建開源開放生態(tài),為教育可持續(xù)發(fā)展提供支撐。

Hangzhou Initiative on AI and Education

The surging wave of artificial intelligence is profoundly reshaping the production and living styles of humankind. As global education stands at a critical juncture of historic transformation, we must seize the boundless possibilities in the intelligent era in order to ride the tide to advance. To accelerate the implementation of theGlobal Digital Compactadopted at the United Nations Summit of the Future and to advance the achievement of the2030 Sustainable Development Goal for Education, this World Digital Education Conference, focusing ontransformation, development and governance, calls on the international community to join hands to foster a global ecosystem for AI applications in education.

To this end, the Conference proposes the following initiatives:

I. Jointly Uphold People-oriented Education and Enable Education to Transcend Traditional Boundaries

We advocate the people-oriented education and “Health comes First” concept adhere to the nature and value of education. We call for giving full play to the advantages of AI technologies to enlighten minds and nurture hearts, effectively stimulate human agency, empathy and creativity, so as to serve people’s all-round and sustainable development. We call for the integration of intelligent technologies with all elements, processes and scenarios of education, and extending its application from school education to a society-wide lifelong learning system, thereby providing strong support for the building of a learning society.

II. Jointly Promote Inclusive and Equitable Education and Ensure that Development Benefits Every Teacher and Learner

We advocate that all people should equally enjoy the outcomes of AI development. We will fully leverage the role of smart education platforms to share high-quality resources and intelligent tools, and bridge the global digital divide. We call for the establishment of a global network for professional development and training to systematically enhance teachers’ AI capacity. We further call for greater care and support for children with special needs, and for the development of an inclusive education system. We support UNESCO’s leading role in using digital technologies for restoring Education after Emergencies, with particular support for girls and women, while strengthening the resilience of education systems.

III. Jointly Create Future-oriented Educational Paradigms and Inspire Innovation to Flourish

We advocate developing future teachers, future classrooms, future schools and future learning centers with intelligent technologies, building students’ capacity of finding problems, exploring possibilities and making solutions, fostering their Sci-Tech spirit and humanistic sentiment, and facilitating personal development. We will try to establish international cooperative network and platform for scientific and technological talents, carry out major science breakthrough together, build an ecosystem for knowledge co-creation, promote cross-discipline integration and promote research paradigm transformation driven by AI.

IV. Jointly Discuss Collaborative Governance and Ensure that Technology Safeguards Educational Development

We advocate that technology should serve human growth and development, and that AI should be used for good. We call for international collaborative research on social experiments in AI education, and scientific evaluation of the impact of technology on human beings. We will work together to build a general AI education at various stages of education and for society as a whole, guiding learners to use technology in a scientific and appropriate manner. We call for building ethical consensus on AI education, developing norms and standards for the applications of AI in education, and protecting rights and interests of teachers and learners.

V. Jointly Build an Ecosystem for Integrated Development and Promote Cross-border Cooperation and Exchange

We advocate working together to build an international strategic framework and carry out regular high-level dialogue. We will continue World Digital Education Conference, further develop the World Digital Education Alliance and the Artificial Intelligence Open Alliance, and give full scope to bilateral and multilateral mechanism to deepen cooperation with international organizations. We call for the creation of a high-level international think tank on AI and for strengthened academic exchanges in digital education. We will promote collaboration among education, science and technology, and industry, build an open-source and inclusive ecosystem, and underpin the sustainable development of education.
