題記：2021年6月26日，北京大學(xué)國(guó)家發(fā)展研究院暨南南合作與發(fā)展學(xué)院舉辦2021屆畢業(yè)典禮，本文根據(jù)北大國(guó)發(fā)院名譽(yù)院長(zhǎng)、南南學(xué)院院長(zhǎng)林毅夫教授在南南學(xué)院畢業(yè)分享環(huán)節(jié)的英文演講整理。為方便閱讀，我們特將中文譯文前置。

女士們、先生們：

很高興在北大南南合作與發(fā)展學(xué)院的畢業(yè)典禮上講話(huà)。借此機(jī)會(huì)，我向南南學(xué)院今年畢業(yè)的32名博士生和1名碩士生致以誠(chéng)摯的祝賀，恭喜你們順利完成學(xué)業(yè)，獲得學(xué)位。

你們都在政府工作，有要?jiǎng)?wù)在身，但依然擠時(shí)間完成了南南學(xué)院的所有學(xué)業(yè)要求，成功走到今天。這是你們個(gè)人才智和能力的證明，更說(shuō)明你們具有不畏困難、力求圓滿(mǎn)完成任務(wù)的決心和意志力。你們值得為此而自豪。

各位都是自己國(guó)家的精英，真正的精英從來(lái)都以祖國(guó)的繁榮富強(qiáng)為己任。大家都來(lái)自發(fā)展中國(guó)家，幫助自己的祖國(guó)趕超發(fā)達(dá)國(guó)家是你們共同的夢(mèng)想。然而，盡管你們的父輩和你們自己都已經(jīng)為此付出了艱苦卓絕的努力，許多國(guó)家距離夢(mèng)想的實(shí)現(xiàn)依然十分遙遠(yuǎn)。

在南南學(xué)院的課堂上，我們認(rèn)識(shí)到發(fā)展中國(guó)家難以實(shí)現(xiàn)夢(mèng)想的主要原因在于指導(dǎo)發(fā)展的思路不對(duì)。通過(guò)南南學(xué)院的學(xué)習(xí)，我們已經(jīng)知道，要想幫助自己的國(guó)家實(shí)現(xiàn)工業(yè)化和現(xiàn)代化，最好的方法是按照自己國(guó)家的比較優(yōu)勢(shì)來(lái)發(fā)展，在市場(chǎng)經(jīng)濟(jì)中發(fā)揮政府因勢(shì)利導(dǎo)的作用，把比較優(yōu)勢(shì)轉(zhuǎn)化為本國(guó)的競(jìng)爭(zhēng)優(yōu)勢(shì)。

我相信，帶著從南南學(xué)院學(xué)到的新理念，你們將有能力幫助自己的國(guó)家實(shí)現(xiàn)強(qiáng)有力的經(jīng)濟(jì)增長(zhǎng)，就像我的國(guó)家在過(guò)去四十年中所實(shí)現(xiàn)的一樣。到那時(shí)，你們就是自己祖國(guó)的英雄。

通過(guò)學(xué)習(xí)，你們還認(rèn)識(shí)到，在當(dāng)今世界要想最大限度地發(fā)揮本國(guó)的發(fā)展可能性，需要充分利用國(guó)內(nèi)和國(guó)際兩個(gè)市場(chǎng)、兩種資源，用好全球化是實(shí)現(xiàn)夢(mèng)想的最佳方法。然而，我們看到的卻是去全球化的勢(shì)頭和反全球化運(yùn)動(dòng)在世界多地時(shí)有出現(xiàn)，阻礙著我們的現(xiàn)代化努力。

當(dāng)前，我們都還在抗擊新冠疫情帶來(lái)的威脅。未來(lái)幾年，疫情、氣候變化、金融和地緣政治等多方面的挑戰(zhàn)和危機(jī)也難以消除。要想應(yīng)對(duì)這重重挑戰(zhàn)，最好的方法是開(kāi)展國(guó)際合作。但是，我們卻看到民族主義有回潮的跡象，阻礙國(guó)際合作的推進(jìn)。

我希望，作為南南合作與發(fā)展學(xué)院的畢業(yè)生，你們能夠堅(jiān)持并發(fā)揚(yáng)在南南學(xué)院學(xué)到的思想理念，以國(guó)際合作推進(jìn)自己國(guó)家的發(fā)展與世界的和平。

在不久的將來(lái)，我相信你們的工作就將碩果累累。南南學(xué)院的老師們都會(huì)發(fā)自?xún)?nèi)心地為你們的成就歡欣鼓舞，所以請(qǐng)一定將你們?nèi)〉贸删偷暮孟⒎窒斫o我們。

不可避免的，未來(lái)你們也會(huì)遇到各種各樣的困難和挑戰(zhàn)。請(qǐng)相信，你們?cè)谀夏蠈W(xué)院的老師們和同窗們都會(huì)隨時(shí)伸出援手，做你們的堅(jiān)強(qiáng)后盾。

最后，再次祝賀你們順利完成了充滿(mǎn)挑戰(zhàn)的學(xué)業(yè)。期待很快看到你們的新成就。

Ladies and gentlemen：

It’s a great pleasure for me to speak at this commencement of ISSCAD. I would like to take this opportunity to congratulate the 32 doctoral students and 1 master student for their completion of the very challenging program.

You are government officials, but at the same time, you study at this challenging program. You are able to compete all the requirements and to reach today, which shows your personal intelligence, and demonstrates your determination to complete the task. This is something that you should be proud of.

You are all elites in your countries, and elites have the responsibility for the prosperity of their motherlands. You are from developing countries and all share the same dream of becoming prosperous and catching up with the advanced countries. However, in spite of all the efforts which your fathers and yourselves have devoted, many countries still have not realized their dreams. In the class of this program, we have learned that the main reason for the developing countries unable to realize their dreams is that the ideas which guide their efforts are not appropriate.

In the program we have also studied that the best way to help your country become industrialized and modernized is to follow the comparative advantages of your country, and in the market economy with a facilitating government those comparative advantages will become the competitive advantages of your country.

With the new ideas you learned from ISSCAD, I am sure you can contribute to the dynamic economic growth of your country, just like my country has achieved in the past four decades, and you will be considered as a hero in your country.

We also understand that in the modern times, if you want to explore the potential of your country to a full extent, you need to utilize your domestic market, as well as international market,and you also need to explore the potential of your domestic resources, as well as international resources. These are what we learned in the class. To realize those potentials, globalization is the best way. However, we see the de-globalization trend and the anti-globalization movement emerge in some parts of the world, which become barriers to our efforts for modernization.

Currently, we are fighting against the threat of the pandemic. From this experience, we also understand that in the coming years we are going to face challenges from the pandemic, from climate changes, and from financial and geopolitics crises and so on. The best way to cope with those kinds of challenges is cross-border international cooperation. However, we also see somesigns of nationalism which act as barriers to international cooperation.

I hope, as a student of the Institute of South-South Cooperation and Development, with the spirit of ISSCAD, you will champion the idea of international cooperation for the development of your own country as well as for the peace of the world.

In the coming years, I am sure you are going to achieve a lot. As teachers of the ISSCAD, we would like to be cheer leaders of your achievements, so please share your achievements with us.

In the coming years, you will also encounter all kinds of challenges. Your teachers and classmates atISSCAD will be ready to be your supporters.

Let me congratulate your completion of the challenging program and we look forward to your achievements in the coming years.
